For the first newsletter of the year, we want to talk about the most important changes that have taken place in the past month. As of December 2024, Immigration, Refugees and Citizenship Canada (IRCC) has announced significant changes to Canada’s immigration pathways and policies, set to take effect in 2025. Here’s an overview of the upcoming pathways to Permanent Residency (PR) and the modifications to the Express Entry system:

New PR Pathways for 2025

Enhanced Caregiver Pilot Programs

IRCC plans to introduce two improved caregiver pilot programs aimed at streamlining the process for caregivers seeking PR. These programs will address labor shortages in caregiving roles and provide more straightforward pathways for eligible candidates.

Rural Community Immigration Pilot

Building on the success of the Rural and Northern Immigration Pilot (RNIP), this new pilot will facilitate PR for newcomers willing to reside and work in small rural communities, thereby addressing local labor needs and promoting regional economic growth.

French Immigration Initiatives

Like to learn a new language? In line with Canada’s commitment to promoting linguistic diversity, there will be increased targets for French-speaking immigrants outside Quebec, aiming for 8.5% in 2025, 9.5% in 2026, and 10% in 2027 of overall PR admissions.

Changes to Express Entry System

Removal of CRS points for job offers

Starting in the spring of 2025, IRCC will eliminate additional Comprehensive Ranking System (CRS) points for candidates with valid job offers, including Labour Market Impact Assessment (LMIA). If you are currently in the Express Entry pool with an LMIA-backed job offer, it’s crucial to reassess your CRS score without the additional points. This change may affect your ranking and the likelihood of receiving an ITA.

Alternative Strategies

Enhance Core Factors: Improve your language test scores, gain additional work experience, or pursue further education to boost your CRS score.

Provincial Nominee Programs (PNPs): Explore PNPs, as a provincial nomination can add 600 points to your CRS score, significantly increasing your chances of receiving an ITA.

Stay Informed: Regularly check for updates on category-based draws and other changes to the Express Entry system that may align with your profile.
